Comprehensive Area Assessment (CAA)

On 20th May 2010, the new coalition government announced that it would abolish the Comprehensive Area Assessment.

The Audit Commission stopped working on CAA from 28th May.  This means:

·        The oneplace website will not be updated

·        Scores will not be issued for the organisation assessment

·        No new flags will be reported and the area assessment report will not be updated.

·        Meetings that were scheduled will not take place, no further information should be requested.

We do not yet know what will happen about the red flags that many councils have.

This does not affect Ofsted who will continue to assess children’s services. The Care Quality Commission is considering the implications of the ending of CAA.

The auditors will report on the council as usual through the annual audit letter.  Some of the CAA organisation assessment work will feed into that.

Discussions about the future of inspection are taking place with government, including the future value for money judgement.  Risk based inspections will continue where needed, Leicester City Council has no risk based inspections at present.

The government also announced that more performance information should be publicly available.  We will publish the State of the City Report, and an annual council report in September/October this year as planned.
