There has been a radical shake up of the way public services are inspected and reported on, and the new Comprehensive Area Assessment went live on 1st April 2009. The approach is explained in the CAA framework document.
For the first time, Leicester’s public services have been held collectively to account for their impact on better outcomes for people. This means that CAA looked across the city council, health, police, fire and rescue service and others responsible for local public services, which are increasingly expected to work in partnership to tackle the challenges facing communities. The Leicester Partnership is therefore key to this process.
The CAA comprises two main components - an area assessment of the city, and individual organisation assessments of key public sector organisations such as Leicester City Council, the police, NHS Leicester and the Fire and Rescue Service.

Area Assessment
Improvements highlighted in the assessment include:

Care Services fro older and disabled people

Regeneration and the new jobs created

Increase in bus use and cycling

Reduction in anti-social behaviour
However, the report says that not enough is being done to tackle the health problems of city residents and that crime levels are too high.
Partners have agreed an improvement plan to work together better to address these issues in the city.
In 2010 the area assessment is focusing on how the partnership addresses community cohesion and the local economy.
Organisation Assessments
Leicester City Council is performing adequately.
Leicestershire and Rutland Fire and Rescue Service is performing adequately.
Leicester City PCT is performing adequately in its use of resources, its commissioning and financial management is fair.
Leicestershire Police Authority is performing well in its use of resources
